Yes. This is how:

‘Recipients’ -> ‘All recipients’ –> ‘Search recipients’ then on the left:

‘Behaviour-based field -> right ‘has received’ and then select the relevant newsletter, then ‘Add condition’ -> ‘has not opened’ and then select the relevant newsletter then click ‘Search’.

Now you should have all the recipients who received the newsletter but did not open it. You can save these recipients in a group and then write to them again.
